Woody Mountain Estates is inside city limits, so the City of Flagstaff's short-term rental license applies: $250 a year, an Arizona TPT license, notice to adjacent, across-the-street, and diagonal neighbors with a 24-hour emergency contact, $500,000 in liability insurance, a sex-offender registry check before each stay, required equipment, and hotel-rate sales and BBB taxes. ADUs that received a Certificate of Occupancy after September 14, 2024 require the owner to live on the property. The Woody Mountain Estates CC&Rs don't ban short-term rentals outright, but they cap occupancy at three unrelated people per dwelling and require the owner to live in either the main house or the ADU if the other is rented. Rental rules for The Wedge weren't published online in September 2026.

Woody Mountain Road to Route 66 and I-40

From Woody Mountain Estates, Safeway on Plaza Way is about 6 minutes away; Bashas' at Woodlands Village about 7; Sprouts, Natural Grocers, Target, and Walmart about 8; Whole Foods about 9; Sam's Club about 10. NAU is about 3.2 miles, downtown about 3.9, Flagstaff Medical Center about 4.7, and Pulliam Airport about 7.3.


South Woody Mountain Road runs south from Historic Route 66 on Flagstaff's west side, and two newer custom-home communities sit along it. Woody Mountain Estates, at Kiltie Lane next to Flagstaff Ranch, is a Capstone Homes design-build community on roughly half-acre homesites. The Wedge, a 47-acre, roughly triangular site south of the W.L. Gore campus, was approved for 47 homes and borders Flagstaff Ranch Golf Club.

Most Woody Mountain buyers are building, or buying something just built, so we look at the CC&Rs as closely as the finishes. The occupancy and ADU rules here shape how a home can be used.

Because fewer than ten homes sold here in the last twelve months, these figures cover the last three years. The MLS shows 14 single-family closings, 6 of them in the last twelve months, between $1,325,000 and $3,157,190, with a median of about $2,085,000 and the middle half between about $1,950,000 and $2,237,000. The typical home was about 3,280 square feet on about 19,000 square feet of land, built between 2022 and 2026. Eight of the sales were in The Wedge and five in Woody Mountain Estates. We leave days on market out here, because on new construction it tends to track build schedules more than demand.

In Woody Mountain Estates, Capstone offers 11 plans from about 2,524 to 3,934 square feet, mostly single-story, with 2- to 4-car garages and some RV bays, built to DOE Zero Energy Ready standards. The CC&Rs require Architectural Review Committee approval for exterior changes, keep RVs, trailers, boats, and large trucks out of view, and limit lighting that shines onto other properties.

Roberts Communities applied to rezone about 440 acres at 3128 W Kiltie Lane, at the southeast corner of Kiltie Lane and I-40, for Starlight, a proposed 1,989-unit master-planned community with a mix of detached and attached housing and a village center. Neighborhood meetings were held in summer 2026.

County takes over Woody Mountain Road south of town

Coconino County Public Works took over maintenance of 6.4 miles of Woody Mountain Road (Forest Road 231) from the city limits at Purple Sage Trail south toward Rogers Lake, with grading in September 2024 and surfacing planned for spring 2025.
