The Arbors is inside city limits, so the City of Flagstaff's short-term rental license applies: $250 a year, an Arizona TPT license, notice to adjacent, across-the-street, and diagonal neighbors with a 24-hour emergency contact, $500,000 in liability insurance, a sex-offender registry check before each stay, required equipment, and hotel-rate sales and BBB taxes. ADUs that received a Certificate of Occupancy after September 14, 2024 require the owner to live on the property. The association's rental rules weren't published online in September 2026, and one past listing said vacation rentals weren't allowed, so the association's documents come first if rental income is part of the plan.

Units carry building and unit numbers, and each comes with an assigned covered parking space, according to a local brokerage.
The Arbors is where a lot of first-time buyers, NAU-connected buyers, and investors land when they want to own near campus. We read the association's budget and rules closely, because at this price the monthly fee is a big part of the cost.
Over the last twelve months the MLS shows 19 closings, all condominiums, between $220,000 and $355,000, with a median of $324,000 and the middle half between about $284,000 and $332,000. The typical unit was about 905 square feet, and units were built between 1995 and 2000, according to MLS records. Median days on market was 66, and HOA dues on these sales ran about $216 to $247 a month.
Local brokerages list two clubhouses, a hot tub, a fitness room, outdoor grills, a study room, and a lounge with gas fireplaces, and one says a City bus stop is outside the complex. The Woodlands Village shopping area is nearby, and the Beulah and University realignment, finished in July 2025, added a roundabout and a pedestrian underpass near Milton Road.
