Linwood Heights is inside city limits, so the City of Flagstaff's rental rules would apply, but the neighborhood's CC&Rs go further: renting part of a lot is prohibited, and a whole home can be rented for single-family use only on a lease of 180 continuous days or more. That rules out short-term rentals, so Linwood Heights fits buyers planning to live in the home or rent it long-term.
Getting around
Fort Valley Road (US 180) into town
From Boldt Drive, Bashas' on Humphreys Street is about 8 minutes away; Safeway on Cedar Avenue and Natural Grocers about 10; Whole Foods, Sprouts, Target, Walmart, and Sam's Club about 12. Flagstaff Medical Center is about 3.7 miles, downtown about 4.1, NAU about 4.6, and Pulliam Airport about 9.5.
Linwood Heights sits in northwest Flagstaff off Fort Valley Road (US 180), tucked into ponderosa pine forest on the northeastern edge of the Observatory Mesa Natural Area, with the Rio de Flag crossing its northern boundary. Developer Jim Jamison created it in 1995 as 96 home sites from just under an acre to more than three acres, and it has filled in with custom homes, most of them large, with views toward the San Francisco Peaks.
Linwood Heights is for buyers who want room and forest but still want to be inside city limits. We make sure they read the CC&Rs early, because the rental and RV rules here are firmer than most.
Because Linwood Heights sees only a few sales a year, these figures cover the last three years. The MLS shows 9 single-family closings, 2 of them in the last twelve months, between $1,110,000 and $2,100,000, with a median of $1,400,000 and the middle half between about $1,137,500 and $1,575,000. The typical home was about 3,850 square feet, built around 2002, on about 1.4 acres. Median days on market was 55.
The CC&Rs, approved in 2021, require homes of at least 2,400 square feet of livable space, limit visible RV, boat, and trailer storage to 13 consecutive days, bar garage conversions unless a new garage is added, and allow horses only on specific lots. The volunteer HOA owns four common tracts, including Jesse Gregg Park with two reservable ramadas, and the streets double as walking and cycling routes since there are no sidewalks.

Linwood Heights puts custom homes on an acre or more of pine forest inside city limits, with the Observatory Mesa Natural Area at the back door, and a volunteer HOA with modest dues.
