Lower Greenlaw is inside city limits, so the City of Flagstaff's short-term rental license applies: $250 a year, an Arizona TPT license, notice to adjacent, across-the-street, and diagonal neighbors with a 24-hour emergency contact, $500,000 in liability insurance, a sex-offender registry check before each stay, required equipment, and hotel-rate sales and BBB taxes. ADUs that received a Certificate of Occupancy after September 14, 2024 require the owner to live on the property. Single-family homes here generally have no HOA, so the City's rules are usually the whole picture. The Greenlaw townhome associations add their own documents, and their rental rules weren't found online in September 2026.

The Greenlaw area takes its name from the Greenlaw brothers, early Flagstaff lumbermen, and Lower Greenlaw is its flatter southern section between Route 66 and Lockett Road, according to a local brokerage, which also notes that land was set aside for what is now Bushmaster Park when the Greenlaw subdivisions were planned. Single-family streets such as Tindle Boulevard and Patterson Boulevard mix with townhome loops such as Eva Loop and Jeffrey Loop, and the Pine Park Manors homes sit along Mount Elden Drive and Park Drive.
In Lower Greenlaw we spend as much time on a house's systems as on its finishes. Many of these homes are more than sixty years old, and the updates done over the decades vary a lot from one house to the next.
Over the last twelve months the MLS shows 20 closings. The 10 single-family homes sold from $420,000 to $575,000, with a median of $492,500; the typical one was about 1,350 square feet, built around 1958, on about 7,600 square feet of land. The 9 townhomes sold from $390,000 to $500,000, with a median of $462,000, and were built 1985 to 1993. One mobile home sold for $50,000. Median days on market was about 68.
Bushmaster Park is the neighborhood's anchor: a City park with tennis, basketball, and pickleball courts rebuilt starting in 2025, sand volleyball, picnic ramadas, a roller rink, and a dog park. The East Flagstaff Community Library shares a building with Coconino Community College at Fourth Street and Cedar Avenue, the Flagstaff Aquaplex is on Fourth Street, and the Flagstaff Mall and east-side shopping are a short drive away.
